A traffic fatality that was first believed to be an accident may turn out to have been homicide, according to Plant City police.

Our partners at The Tampa Bay Times report police are investigating the Dec. 8 death of Emily Hilliard, 35.

It was first believed she fell out of a van that was driven by Todd Charles Riggs, 55, of Largo.

Now, however, witnesses reported Hilliard hanging from the open passenger door as the vehicle sped away from a church. Riggs was seen pulling her back into the vehicle by her shirt collar.

She shouted at her boyfriend, Christopher Bayard, 32, for help. Bayard ran into the street, waving for the van to stop, but it struck him, witnesses said.

Moments later, Hilliard fell from the van and was struck by a pickup. The pickup's driver could not avoid her and has not been charged, officials said.

Riggs was arrested at the scene.
