Portland, OR - Television station KGW's O-DOT camera was rolling around the noon hour when 45-year-old Charles Freeman, also known as Charles Chase, struggled with Portland Police Officers.
But to fully understand how this came to be we have to take you back about an hour.
David Pritchard is a groundskeeper at Portland's Adventist Hospital. He watched as Freeman was released from the hospital just after eleven o'clock.
"Pretty strange. He was dressed in a gown and he had something in his hand and he was all messed up."
According to authorities, when officers arrived Freeman was urinating in the bushes. He then took off and headed straight for a local business. A witness who wished to remain anonymous described his attire as minimal at best.
"Obviously if you're wearing a sheet there's something wrong, but I couldn't tell if he was just drunk or challenged."
Officers ordered Freeman to leave the business, at which point he stripped.
The 45-year-old, now naked, went on a rampage. Investigators say he tried to steal a van and mess with a transient. All while officers unsuccessfully tased him.
"We got him down on the ground and he stopped fighting, but we still need to get him into custody."
The foot chase ended near an I-205 overpass. You can see Freeman fighting with officers, several of whom were injured, one to the point of hospitalization.
This was the second time in two days the man scuffled with officers. The first time was Wednesday when they say he was high on meth and they took him to the hospital.
All the officers are expected to be okay.
