PINELLAS COUNTY, Florida -- Pinellas County Animal Services Director Phillip Morgan has resigned after accusations of crass remarks, sexual innuendo, and cheap shots.
Morgan treated the animals better than he treated his employees, according to an investigation. It revealed Morgan allegedly used offensive or abusive language on several occasions, according to accounts from workers. They say that during a discussion about Mexico, Morgan referenced a "donkey show" and remarked about the things women in the show did with them.
Another account said Morgan commented on the size of a female employee's breasts and gestured with his hands the size and shape. Morgan also allegedly made comments about a dog's skills and the parts of their bodies they can lick.
10 News spoke to Morgan by phone and he denied every single allegation. "Well, I obviously deny all the allegations. The only one that was close was taken out of context," he said.
Morgan added some employees didn't like necessary changes within the organization. "Things aren't always as they appear, and you know as well as I do you can't believe everything you read. Having a high position in the public, you walk a very tight wire, and it doesn't take much for two people to collude."
Last Wednesday, Morgan handed in his resignation letter after being shown the report. "Due to personal issues, it is with much regret and a heavy heart I must resign my position ... effective immediately."
