Floral City, Florida -- Deputies in Citrus County say they have arrested a woman in a case of extreme animal neglect.
The Citrus County Sheriff's Office says 43-year-old Tammi Walsh Kampman's Arabian horse had been steadily losing weight over the course of a year, to the point where its bones could clearly be seen. A deputy called out to Kampman's home noted the horse also had unkempt hooves that had not been trimmed or cared for in a long time.
A veterinarian was called to the scene to euthanize the malnourished animal.
Kampman reportedly told deputies the horse's condition had steadily deteriorated over several months, and that she tried several treatments to try and get the horse to eat, but nothing worked. When a deputy asked how much she knew about horses, Kampman reportedly said she only knew how to ride and feed them.
Neighbors, however, said they saw little to nothing being done to aid the animal.
One neighbor told investigators she had called animal control several times over the horse's condition, which she described as "far gone." The neighbor also said she offered Kampman to keep the horse on her overgrown pasture, but that Kampman refused and did nothing to help the animal.
The neighbor, who owns four horses herself, said she thinks Kampman's horse probably could have been saved if a veterinarian had been called out sooner to check on the animal.
The horse's original owner, Cheryl Pence, told deputies she had been at Kampman's home several times in the last year and saw the animal's deteriorating condition. Pence allegedly asked that Kampman give the horse back to her so she could treat whatever condition it was suffering from, but that Kampman refused.
A third witness thought the horse was simply starving; she told deputies she saw it eating the bark off trees and that she never once saw Kampman or her family care for it or bring it out to the yard to graze.
Kampman was arrested on one misdemeanor count of animal cruelty. She was taken to jail, where her bond was set at $500.
