Riverview, Florida - Elvita Desulme says she just feels sick over what happened to her next door neighbor of 10 years, Carlos Caicedo.

She says, "I feel very, very, very sad about it."

Detectives with the Hillsborough County Sheriff's Office say the husband and father of three was in his Dodge Durango SUV and stepped in after seeing Richard Simpson driving recklessly in their neighborhood, almost hitting a child.

Desulme adds, "That was a very good thing that he was trying to protect a child."

They live in the South Fork subdivision near US 301 and Big Bend Road on Silver Dancer Drive.

Investigators say Simpson saw Caicedo scribbling down his tag information and that's when tempers flared. The two men got out of their vehicles at the corner of Ambleside Boulevard and Golden Silence Drive and they argued.

Detectives say the argument escalated and Simpson got into his car and slammed into Caicedo leaving him with injuries so severe Caicedo had to be flown to the hospital.

It happened at 10:30 a.m. Tuesday on a corner where an off duty state trooper is normally stationed writing tickets to speeding drivers. Children out of school for winter break were out playing nearby.

Caicedo is apparently no stranger to seeing issues on the roadway. In November, he posted a photo of a female driver he says was driving erratically while eating a sandwich with both hands.

The Knicks fan who just celebrated his 20-year wedding anniversary earlier this month will miss the New Year's celebration he said on Facebook he was getting ready for.

Simpson has a long rap sheet with charges in both Florida and Texas. He has been charged with attempted murder. He was most recently charged in October with domestic battery and obstructing or opposing an officer with violence. In Texas, he was convicted of evading arrest and failing to stop and give information.

10 News spoke with Simpson's wife Tuesday afternoon. She was visibly shaken over the news of the allegations against him. She said she had no idea that he'd been arrested.

Meanwhile, Caicedo's wife, Cheryl, is by his side at Tampa General Hospital where he continues to recover. Tuesday evening, he was listed in serious condition.
