Surveillance image shows Tampa Officer Scott Van Treese dragging suspect Sonja Mimmenger on the ground to be booked into jail.

 

Tampa, Florida-- A Tampa Police officer literally dragged a woman into jail, and it was all caught on tape. Now, the department says it's changing their policy when it comes to escorting suspects out of the patrol car.

It was on October 5, when Officer Scott Van Treese arrested Sonja Mimmenger for trespassing along Nebraska Avenue and drug charges. Sonja is no stranger to police; she's been arrested more than 40 times over the years, but she says what happened that night at the jail was different than the rest.

Sonja Mimmenger says although a couple months have passed, it's still hard to watch video of herself being dragged across the floor by a police officer.

"They tied the wrong person up," says Mimmenger.

It's video that even Major Diane Hobley-Burney admits is not right.

"My officer used bad judgement trying to get the individual into booking. He did- at that time- what he thought was right, but it was bad judgment on his part," says Major Hobley-Burney.

A bad decision that has led to change of policy at the department.

"Our policy in place was how to use certain procedures to give them restraint into cars, but did not cover when to take them out of the car," says Major Hobley-Burney.

Now, two officers are required to be at the car when transporting suspects.

As for Officer Van Treese, he received a written reprimand.

"It's the highest thing an officer can get prior to suspension," says Major Hobley-Burney.

For Sonja, she just hopes no one else will be treated the way she was that October night.

Major Burney says she knows some people may not think a reprimand was a severe enough punishment, but that Officer Van Treese is a great officer who just made one bad decision.
