An inflatable raft lies on a dock after investigators say it struck the dock as it was towed by a boat. One teenage rider was killed and another injured.

Redington Shores, Florida -- The Pinellas County Sheriff's Office says one teenager was killed and another injured after a raft that was being towed by a boat hit a dock in the Intracoastal Waterway.

The accident happened Tuesday afternoon on Gulf Boulevard, near the Redington Yacht and Country Club.

Pinellas deputies say two teenagers were on a boat that was pulling an O'Brien Super Screamer inflatable tube with two more teens riding it.

Witnesses say as the boat turned, the raft spun out and crashed into the dock. 

Bystanders pulled 15-year-old Deviny Boese and 16-year-old Sarah Dobbs out of the water.  

Boese was taken to St. Petersburg General Hospital, where she died. The second rider, Sarah Dobbs, was taken to All Children's Hospital for an ankle injury.

Investigators say alcohol was not a factor, but the driver of the 23-foot twin engine boat, 15 year old Brandon Noah, apparently did not have his parents' permission to take it out.

Noah was cited for operating a boat without a proper ID and reckless operation of a boat resulting in fatality.

Boese attended Osceola High School, but planned to attend Seminole High School in the fall.

She was very active in cheerleading.
