Lealman, Florida -- Police say citizen tips that identified the man responsible for the chain beating of another resulted with him turning himself in to deputies Wednesday evening.
The Pinellas County Sheriff's Office says Phosy Kongmanichanh voluntarily came to them for an interview and told investigators he got angry at James Federighi after he allegedly made ethnic remarks to him as he rode by on his scooter.
Detectives say Kongmanichanh admitted he then got off his scooter, pulled out a chain and hit Federighi continuously, even after he fell to the ground. Federighi, 61, received serious injuries to his head.
After the interview, 23-year-old Kongmanichanh was arrested and charged with aggravated battery.
