Tampa, Florida (AP) - Tampa Police are investigating the death of an 8-month old disabled child as a homicide a month after the boy died. He was under the care of his mother who was being supervised by the state child welfare agency.

A Department of Children and Families report shows Gabrielle Crawford had a broken arm when he died in December. The report highlights numerous red flags, including 11 abuse allegations against the family in the past decade.

DCF recently ended its private contract with the organization that handles casework in the Tampa area. Nine children with active cases died in the past two years - the highest of any region.

The mother's name has not been released. Tampa Police said Friday the investigation is ongoing but gave no other details.
