Are you working harder and getting less?

Tampa, Florida -- No matter what the job, people are doing more. It's a sign of the times -- literally -- for Nick Baltra, who says he is doing more at Sign It Quick, where he helps make signs.

And that's the case for many other people in the work force. But in Hillsborough County, when it comes to six-figure salaries for high-level execs, the human resources director says they can't do extra work unless they get raises.

As county commissioners were talking about rescinding raises for the high level executives at a budget workshop, George Williams told them it is against the Fair Labor Standards Act (FLSA) to have someone do more work and not pay them more.

"You mean you wouldn't let them do extra work?" asked an incredulous Commissioner Rose Ferlita. When Williams told her that was correct, Ferlita exclaimed, "Oh my God!"

Williams wanted to protect huge raises that took Eric Johnson to $163,000 and Mike Merrill to $166,000 for their new responsibilities. If they didn't get the raises, he claimed it would be a violation of the FLSA.

But after checking with the Department of Labor, we've learned that is not true. The DoL says there are a number of practices the act does not require, and it does not require fringe benefits or raises.

A total of six high level executives got big raises. Two of them -- assistant administrators Manus O'Donnell and Carl Harness -- said they didn't think it was right to accept the extra money. However, we have discovered they are still getting the raises, despite the fact they said they wouldn't take it.

County commissioners demoted Johnson and Merrill, but it is not clear if they will also lose their raises.

Many people we talked to say they are now working harder and getting paid the same or less.
