Dogs tied to railroad tracks in Cleveland, suspect at large

CLEVELAND (WKYC) --  People for the Ethical Treatment of Animals is offering a $5,000 reward for information leading to the arrest of the person who tied dogs to railroad tracks.

Two dogs were killed and a third miraculously survived after being tied to the railroad tracks while trains passed over them.

Investigators say a witness saw someone photographing the disturbing torture. It happened last Friday on the tracks near University and Scranton roads.

The surviving Manchester/Terrier mix is being cared for at the Cuyahoga County Animal Shelter.

"She's very lucky and very traumatized, but she is coming around," Shelter Kennel Manager Lesley DeSouza said.

By the time the witness made his way to the tracks, the suspect was gone.

Both Cleveland police and railroad law enforcement are investigating the incident.
