Car drives off interstate ramp, lands in retention pond

The car reportedly was driving down the exit ramp and possibly had a blowout, causing it to go off the ramp, flip over and land upside down in the retention pond below. Nearby construction workers saw the accident and jumped in to rescue the driver. They performed CPR on the female driver after pulling her to shore.
