Commissioner urges changes for spring break

PANAMA CITY BEACH, Florida (AP) -- Some members of the Bay County Commission are voicing support for plans to bring changes to spring break.

A handful of residents addressed the board with concerns on Tuesday. And Commissioner Mike Thomas, whose district includes Panama City Beach, says the city will likely consider a number of changes, including an alcohol ban on the beach and earlier closing times for bars.

Thomas says that while no one wants a "police state," more stringent rules are needed for spring break and other special events that bring in large crowds.

The News Herald of Panama City reports some bar owners support the change, including Bill Buskell of Pineapple Willy's. Buskell says it's time for Panama City Beach to move away from being the "Tijuana of the South."
