Still clip of former Governor Charlie Crist in a newly released video called "Tell Me How I Can Help."
St. Petersburg, FL - Is Charlie Crist ready to make it official and announce his candidacy for governor?
It remains unclear, however in a text from Crist to 10 News' Preston Rudie Friday night, Crist said he'll make "AN announcement; one way or the other" on November 4th.
Paperwork requesting a permit for a political rally has been filed with the City of St. Petersburg for the morning of Monday, Nov. 4.
The permit was requested by Peter Schorsch, a political consultant and local blogger who runs SaintPetersBlog.com. Schorsch is also married to Michelle Todd, a Crist confidant and advisor.
Schorsch told 10 News the permit was for a political event in advance of the St. Pete mayor's election which is on Nov. 5. However, neither the campaign manager for Rick Kriseman, nor incumbent mayor Bill Foster, said they know anything about a rally on the eve of the city's mayoral election.
Meantime, Crist released a new 45-second video on his website titled, "Tell Me How I Can help.".
"This is as close as you can get to declaring yourself a candidate without declaring," Schorsch said of the video.

"The big news would be if he chose not to run," added University of South Florida Professor of Political Science, Dr. Susan MacManus.
MacManus says the video also seems to sound some campaign themes.
"The theme is there, common sense, it's the counter to the governor's 'let's get to work'."
Schorsch and MacManus also point out Crist has likely been delaying an announcement until after Nov. 1, when Florida's campaign finance laws change to allow candidates for statewide office to collect checks of up to $3,000 instead of the current maximum of $500.
"So if you're going to make that fundraising phone call and you want to get as much as you can out of a donor, you want to wait until after Nov. 1 instead of announcing now, and then coming back to them literally in a week," Schorsch explained.
Crist is also expected at this weekend's state democratic conference in Orlando. MacManus says it will be another big opportunity for Crist to win over key Dems who might be leery of the onetime Republican.
"There are still a number of democrats who are a little bit nervous about someone they see as a carpetbagger," MacManus said.
