Washington DC -- Florida Republican Senator Marco Rubio addressed the Conservative Public Action Conference in Washington, DC on Thursday.

"If you look at our government, you have the right to be pessimistic. Our government has never been America. America's never been our government, it's never been our politicians. America has always been our people," Rubio said. 

A clip of Rubio sipping water during the GOP response to the State of the Union address went viral, and the crowd cheered every time Rubio paused to drink water during his speech. 

"Never in the history of the world has water been so popular," he said.
