Port Richey, Florida - A homeless man who police say was attacked by two teenage boys passed away over the weekend.

Frank Randolph died at a New Port Richey hospital on Saturday. Earlier in the week he was found brutally beaten. After he was taken to the hospital, he was able to identify one of the suspects.

"My brother wasn't perfect by any means, but he certainly didn't deserve that," Debra Randolph told 10 News before Randolph died. "I think they should rot for what they did to my brother."

According to police, the teens brutally beat Randolph at a homeless camp on Kentucky Avenue and Congress St. earlier this week until he was discovered by passersby a day later.

"When they initially found him, he appeared to be deceased. He was covered with feces and insects," said Det. Greg Williams of the New Port Richey Police Dept. "He claims that they threw concrete blocks and sticks and had him drink urine."

15-year-old Anthony Philips and 17-year-old Charles Youngerman were charged in connection with the beating on Thursday.

The father of the eldest suspect, Charles Youngerman, said the charges are not true and that his son has been friendly with Randolph for some time.

"Early Monday, he took some food to him, he felt bad for him and he took some pudding and some cookies and some things to him. Now why would someone doing that want to hurt someone?" said Michael Youngerman.

Friends say the 54-year-old had recently become homeless.

"He's the type of person if you really needed something and ask him for it, he'd give it to you," Joseph Shafer said.

New Port Richey Police officials say that Randolph fingered Youngerman's brother as another attacker, but investigators say they don't have enough proof to arrest him.

With Randolph's death, the teens could now face murder charges.
