Tampa, Florida -- For many urban dwellers, cabs are a necessity. Especially for partygoers who don't want to drink and drive. People like Mike Hammonds who says cabbies frequently refuse short fares from Ybor City to Channelside.

"Many times over the years. I've been here 7 years and it's happened many times," Hammonds said.

Another time a cabbie refused to accept his credit card.

"Said he had to take cash only because he had to put gas in his car," Hammonds said.

Hammonds recorded that conversation on his cell phone and contacted 10 News.

We showed that video to Hillsborough's Public Transportation Commission who regulates the cab companies.

We then put Hammonds on the phone with Mario Tamargo, PTC's chief inspector.

"If they're not doing what they're supposed to be doing and we find them, they're going to be in here," Tamargo told Hammonds.

We took it a step further, to PTC's executive director Kyle Cockream.

Cockream said cabbies cannot refuse fares, nor can they deny payment by credit card. If they do, the cabbies are cited, and if the problem becomes chronic, the cabbie is fired.

"It's not an acceptable practice, we don't condone it. We'll deal with it in the confines that we can," Cockream said.
