MARTIN COUNTY, FL (CBS12) - An elderly man is under arrest in a bizarre case on the Treasure coast involving several homemade fake bombs.

Authorities say Richard Capon, 72, of Palm City was caught on surveillance video at a Publix in Palm City March 14.

He comes into view, carrying a bag. He reaches into the bag and pulls out what officials say is a fake bomb and puts it on the shelf.

Then he picks up some other merchandise to make it look like he's shopping and then walks away.

Sheriff's investigators say Capon, who says he's a retired airline pilot, left fake bomb-like devices on four different occasions at the same Publix at 2750 SW Martin Downs Boulevard.

"He didn't give us a really good explanation on why he did it. The most that we could get out of him was that he wanted to startle people," said Martin County Sheriff William Snyder.

Officials say on March 14, Capon left a fake bomb in the office supply aisle. Another time on May 19 he left a fake bomb in the meat department under a package of chicken.

On June 11, he allegedly left another fake bomb on a bench outside the Publix. On June 16, he is accused of leaving a fake bomb on a table in the produce section.

Each time alert store employees found the device and notified their manager, who called the Sheriff's Office.

Officials say the devices were not capable of exploding. They were made out of parts from old telephones such as wires and bells.

Capon is charged with planting a hoax bomb, a felony that carries up to 15 years in prison. The sheriff says Capon confessed and expressed remorse. He has no prior criminal record.
