2 arrested after one of them flashed kids, other resisted arrest, Indian Shores police say

A Tampa man was arrested after allegedly flashing people, including children, outside a Redington Shores condo on Friday, and another man was arrested while trying to stop his arrest, according to Indian Shores police.

A Tampa man was arrested after allegedly flashing people, including children, outside a Redington Shores condo on Friday, and another man was arrested while trying to stop his arrest, according to Indian Shores police.

According to an affidavit, Kenneth James Duffley, 31, catcalled four people, including a 14-year-old girl and a 5-year-old girl, while naked outside the condo complex in the 17800 block of Gulf Boulevard. The other two people were a man and a woman.

Police said he flashed the people twice. The first time, however, the group did not see him. The second time, however, the woman and the 14-year-old told police they saw Duffley's nude body.

Duffley ran inside when the woman yelled to the 14-year-old not to look and for Duffley to put some clothes on, police said.

Police went to an apartment to talk with Duffley, and as some houseguests went to bring him out, Joseph Michael Bradley, 36, of St. Petersburg, aggressively approached the officer, asking him what he wanted, police said.

The officer said he told Bradley to go back inside, but Bradley told him, "He's not coming out," and approached the officer with his fists clenched. He then tried to shut the door, the officer said.

The officer said Bradley became verbally aggressive and refused an order to show his hands. Bradley was taken into custody.

The officer said Bradley kept yelling at officers and others in the area, threatening to take the police officers' jobs, and urinated in the back seat of the patrol car.

When police talked to Duffley, they said he admitted to catcalling and to being naked outside. They said he told them he thought it was a funny joke.

Police said Duffley and Bradley showed signs of being inebriated.

Duffley was charged with lewd or lascivious exhibition. He was released after posting $7,500 bail.

Bradley was charged with obstructing or resisting an officer without violence, disorderly intoxication and assault on a police officer. He was released after posting $400 bail.
