Heiman was seen by witnesses "racing" another vehicle, police said. He was seen by witnesses switching lanes to avoid stopped traffic when he over corrected, spun out of control and hit the victim’s vehicle, police said.

Both drivers were sent to the hospital with severe, but non life-threatening injuries, police said.

The driver of the second vehicle involved in the race, a white Dodge Challenger, fled the scene, police said.
