Florida man arrested in sex abuse case aboard Carnival cruise

An adult woman reported that an unknown man made unwanted sexual advances toward her while onboard the Carnival Elation cruise ship, according to the FBI report.

The FBI announced the arrest of a 23-year-old Jacksonville man who reportedly sexually abused a woman while on a Carnival cruise.

An 18-year-old woman, with the help of her family, reported that an unknown man made unwanted sexual advances toward her while onboard the Carnival Elation cruise ship on February 27, according to the FBI report. Police records also show she has a mental capacity of a 12-year-old.

The victim said she was in a Jacuzzi with multiple people and was sitting next to the suspect, identified as Brian Holland. Holland appeared drunk, put his arm around her and she tried to pull away, but Holland pulled her back, according to the report.

Holland then proceeded to put his hand on her leg and then forced his hand inside her bathing suit, the report states.

The victim notified her grandmother and a medical exam later showed several abrasions.

The incident happened while the cruise ship was out at sea. The FBI was also notified before the ship docked in Jacksonville. When the ship docked, the FBI was present at the port to take Holland into federal custody.

Holland was arrested for active sexual abuse of a person physically incapable of declining participation, according to the report.

His detention hearing is next Tuesday, March 6.
