Police arrest 21-year-old accused of shooting at crowd during Halloween weekend in Ybor City

Authorities have now made three arrests related to the shooting.

TAMPA, Fla. — Tampa police officers arrested a third person in the deadly Halloween weekend shooting in Ybor City, the department announced.

Dwayne Tillman Jr., 21, was charged with second-degree attempted murder and attempted aggravated battery. Police say on Oct. 29, video evidence and statements from witnesses determined that Tillman fired a gun and shots went into the crowd in Ybor City. 

"He shot recklessly into the crowd with everybody in there, and he's going to be held accountable for that," Tampa Chief of Police Lee Barcaw said during a news conference Thursday afternoon. "We will bring justice to any victims impacted." 

Two people were killed in the shooting in the busy area of East 7th Avenue and North 17th Street and 16 people were hurt; of those, 15 were shot and one other was seriously injured, Bercaw said.

Bercaw did not say if Tillman shot anyone who was in the crowd that night or if a gun was found in his possession, but authorities are continuing to talk to him to gather more information. 

Police are still on the hunt for one more person who is believed to be involved in the deadly shooting, Bercaw added. To help detectives find the other suspect, the reward for tips that may lead to an arrest has increased from $5,000 to $27,000. 

"Our work is not done and we will hold everyone accountable," the chief said.

The chief on Wednesday announced the arrest of 14-year-old Kayden Abney, charging him with second-degree murder in the shooting death of 20-year-old Harrison Boonstoppel. Lopez said that although Abney is "no stranger to the juvenile justice system," he will be charged as an adult.

Abney was first arrested on Nov. 16 for lesser charges in connection to the shooting — minor in possession of a firearm while wearing a mask and carrying a concealed firearm. The additional charges were added while the teen was in custody.

Tyrell Phillips, 22, was arrested just hours after the shooting in connection to the death of the 14-year-old.
