Pasco targets dumping near donation boxes

"Unfortunately, what we're looking at is what was once a charitable donations bin that's been turned into a dump site," said Pasco County Commissioner Mike Moore.

Old mattresses, ripped-up couches, old tires and even an oven are signs people treating some donation sites like the county landfill.

"This one we don't even know what charity it is. It's been spray painted over," said Moore.

Not knowing who to call to clean up this mess in Wesley Chapel leaves the county's hands tied.

"It puts us in this county in a precarious position," said Moore.

"I think it's a shame people are dumping trash there instead of handling it the way they should and it looks really bad," Dawn Chiacchio.

"If the county commissioners are going to work to find a resolution to that that would be good," said Toni Johnson.

"That's why I brought it up during the last commission meeting, talked with other commissioners. Let's go home, let's think about this, let's come up with some ideas how to cure this because (this) isn't the only one," said Moore.

Moore wants the county to come up with a solution that won't hurt legitimate organizations.

The Salvation Army tells 10News WTSP it tries to be a good neighbor to the areas surrounding its donation center drop boxes in fact just a few months ago in Tampa it shut down one location completely because of all the illegal dumping.

"Maybe the solution is putting a fence around these bins and someone with the organization unlocks it in the morning and then comes back and locks it at night," said Moore.

The county has added code enforcement officers, but Moore says enforcement is not practical.

"You can't stake the place out 24 hours a day to make sure nobody's dumping there," said Moore.
